Scratching my head about why this is failing all of a sudden. I assumed it was my local environment, but it looks like it's happening in CI too. This clue points to a breaking change in the AWS provider recently. As a quick fix, we can fix the version of the aws provider as 2.70.0 but it doesn't look like much work to address the breaking change hashicorp/terraform-provider-aws#14199. |
Avoid jumping to 3.x where breaking changes need to be addressed. See GSA/data.gov#2032

I went for the quick fix. Opened GSA/data.gov#2032 to upgrade the AWS provider. |
